Contexte. (La marche à suivre détaillée se trouve plus bas). L’Autriche est candidate pour faire partie des membres non permanents du conseil de sécurité de l’ONU. Voir : http://www.bmeia.gv.at/en/austrian-... La décision sera prise mi-octobre. C’est l’occasion de faire pression en attirant l’attention de l’ONU sur l’usage abusif de l’article 278a du code pénal autrichien. Nous allons chacun dans notre pays écrire à notre représentant national (ambassadeur) auprès de l’ONU. Une copie du message sera adressée aux personnes suivantes :

Sujet : Violation of civil rights in Austria

Dear Honourable Ambassador Jean-Marc de la Sablière
In May of this year, the Austrian authorities proceeded to abuse paragraph 278 of its Criminal Code, thereby depriving Austrian citizens of their civil liberties and rights. I write to you regarding Austria’s application for a non-permanent seat on the United Nation’s Security Council. While this candidature is generally to be welcomed, the misuse of paragraph 278 and in particular, section 278a against NGOs remains unresolved and a threat to Austria’s nationals.
As Amnesty International already forewarned in 2002, the vague language of the law has resulted in the restrictions of freedom of speech and liberty : basic civil rights granted to all human beings under the United Nations Conventions which Austria has signed.

We ask the United Nation’s Security Council to ensure that a future non-permanent member like Austria takes the necessary steps to prohibit the misuse of this particular law and guarantee and enforce the rights of its citizens. Austria needs to redraft this law to prevent future abuse.
Unless this situation is resolved, citizens in Austria live in fear of exercising their basic civil rights afforded to them by a democracy and the United Nations Conventions.
